Fuel surcharge in trucking calculations hit record territory after diesel peaked at $6.529 a gallon in September 2026. A look at the formula, the regional index spread, and where the cost finally lands.
-- Diesel prices in the United States reached an all-time weekly high in late September 2026, pushing fuel surcharge calculations to levels most freight contracts were never written to handle. The national average hit $6.529 a gallon the week of September 21, passing the previous record set in 2022, before easing to $6.199 for the week ending October 5. The year opened at $3.459 in January.

A fuel surcharge in trucking is a separate line on a freight invoice that moves with diesel prices, holding the base rate steady while fuel costs shift underneath it. The American Transportation Research Institute’s 2026 benchmarking report put fuel at roughly $0.48 of every mile driven, against a total average operating cost of $2.336 per mile. Fuel costs alone rose 5.9% in the first quarter of 2026 compared with the prior year.
Most truckload and drayage surcharges rest on a single calculation: the current Department of Energy diesel price minus the contract baseline, divided by an assumed miles-per-gallon figure. The Energy Information Administration publishes the DOE average every Monday. Contract baselines commonly sit between $1.20 and $1.50 a gallon, and assumed MPG figures typically run between 5.5 and 6.5.
Applied to current prices, the arithmetic produces real money. At $6.199 a gallon against a $1.25 baseline and 6 MPG, the surcharge works out to $0.82 per mile, or roughly $412 on a 500-mile run.
The assumed MPG figure carries more weight than many shippers realize. Raising it from 6.0 to 7.0 drops the same load to $0.71 per mile, or about $354, a difference of nearly sixty dollars with no change in the fuel actually burned. In early August, when diesel sat at $5.348, that same gap was worth about $49 per load. The higher diesel climbs, the more a padded assumption costs whoever buys the fuel.
Regional index selection introduces a second variable. For the week ending October 5, Gulf Coast diesel averaged $5.819 a gallon while West Coast diesel averaged $7.229, a spread of $1.41 for the same product in the same week. A Gulf-indexed surcharge at 6 MPG pays approximately $0.76 per mile, while actual West Coast fuel at the same efficiency costs closer to $1.00. Across 500 miles, roughly $118 falls to whoever purchases the diesel. In an owner-operator model, that party is the driver.
Excargo Services indexes its surcharges to the Gulf Coast average rather than the national figure, which reflects freight moving in and out of Houston. More information on container drayage is available at https://www.excargo.com/services/drayage/
Reset frequency compounds the exposure. A recent industry analysis of a 55-truck Texas fleet running a standard monthly surcharge reset found the operation came up roughly $168,000 short during the 2026 spike, on fuel it had already paid for. The shortfall traced to a surcharge schedule that could not keep pace with a market moving faster than the schedule allowed.
The cost does not stop at the carrier. Carriers pay first, at the pump, before any surcharge catches up. Once the surcharge or a renegotiated rate adjusts, the cost shifts to the shipper. From there it frequently reaches the shipper’s own customers as higher prices on goods, months after the diesel was burned and with almost no visible connection between the two.
The Energy Information Administration currently expects retail diesel to average around $5.55 a gallon through the fourth quarter of 2026 and roughly $4.40 in 2027. The agency attributes the present pressure to tight distillate supply, with inventories expected to fall below 100 million barrels in October and remain under the five-year seasonal low into early 2027. Forecasts published earlier in 2026 called for materially lower prices than the market delivered.
